近日，国务院印发关于《扩大消费“十五五”规划》的批复，原则同意《扩大消费“十五五”规划》（以下简称《规划》）。《规划》提出，“健全财政金融支持机制。将促消费同惠民生、补短板相结合，加大直达消费者的普惠政策力度，增加政府资金用于民生保障支出。统筹利用中央预算内投资、地方政府专项债券等资金渠道，支持符合条件的消费基础设施建设”。

“《规划》明确健全财政金融支持机制，凸显财政在促消费领域不可替代的价值。”中国商业经济学会副会长宋向清在接受《证券日报》记者采访时表示，财政具备收入分配与民生保障调节功能，通过加大社保、养老、托育等财政支持，可以夯实居民“敢消费”的底层基础，从根源上稳定消费预期。同时，财政可统筹多元资金渠道，依托中央预算内投资、专项债等补齐县域商业、文旅、便民消费场景等基础设施短板，打通城乡流通堵点，优化消费硬件供给。

财政资金也正在落地见效。今年《政府工作报告》明确，促进商品消费扩容升级，安排超长期特别国债2500亿元支持消费品以旧换新，优化政策实施机制。6月末，国家发展改革委会同财政部，向地方下达了今年第三批625亿元超长期特别国债支持消费品以旧换新资金。截至6月20日，消费品以旧换新销售额超1万亿元，补贴资金撬动比由去年的1：7.8提升至1：10.3，可以看出，资金使用均衡有序，政策效应在持续显现。

《规划》提出，“用好财政金融协同促内需专项资金，更好发挥政策资金作用”“优化实施个人消费贷款和服务业经营主体贷款贴息政策”等。

今年年初，财政部牵头出台财政金融协同促内需一揽子政策——贷款贴息、融资担保、风险补偿等政策工具协同发力，引导更多社会资源流向投资和消费重点领域，以“组合拳”和“加杠杆”形式，更大力度支持扩大内需。随着政策红利加速释放，促消费政策从供需两端同时发力，消费市场人气回暖，一季度惠及居民消费约5000亿元。

“财政政策是拉动消费、扩大内需的关键支撑，对激活国内消费市场至关重要。”陕西巨丰投资资讯有限责任公司投资顾问总监郭一鸣表示，短期来看，财政通过贷款贴息、风险补偿等惠民惠企政策，既能降低居民消费成本，鼓励居民消费，也能减轻商家的融资经营压力，盘活市场主体，快速带动消费回暖。

长期来看，财政可以统筹中央、地方各类专项资金，完善消费基础设施、优化消费环境，同时借助财政金融联动模式，吸引更多社会资金投入消费领域，持续放大政策效果，稳固消费对经济增长的拉动作用，为消费市场长效健康发展提供坚实保障。

支持扩大消费，后续财政金融如何持续发力？宋向清认为，要深化财政金融深度联动，完善风险分担机制，引导金融机构创新低息消费信贷产品，避免财政资金单独发力、金融跟进不足。同时，建议持续拓宽资金使用场景，用好专项债、预算内资金等，持续完善一刻钟便民商圈、乡村商贸物流、文旅综合体等消费基础设施，盘活闲置场地打造新型消费场景。

郭一鸣认为，可统筹用好各类财政资金，重点完善消费基础设施；优化实施个人消费贷款和服务业经营主体贷款贴息政策，提升资金使用精准度；精细化管理财政金融协同促内需专项资金，聚焦消费薄弱环节和重点领域，撬动更多社会资源助力消费，巩固消费复苏势头，培育消费新增长点，让财政促消费政策实现常态化、长效化赋能。
