台风还没登陆，谣言为何先“登陆”？

“某地水库溃坝”“全城停水停电”“死伤惨重”......近日，公安部门和应急管理部门曝光多起涉灾网络谣言案例，相关信息经核查均属不实，造谣者也受到相应处理。
这些标题惊悚、内容失实的信息，细看之下往往漏洞百出，但却很容易利用公众在灾害期间的焦虑情绪迅速传播，扰乱正常的信息秩序。
盘点近年来的涉灾网络谣言，其生产方式并不复杂，甚至已经形成了相对固定的套路。一种是“移花接木”，把不相干的受灾视频标注成本地现场，或利用 AI 工具合成骇人画面，用视觉冲击掩盖事实真相；一种是“夸大其词”，渲染“全城淹没”“决堤溃坝”等不实信息；还有一种是“凭空捏造”，虚构停水停电、重大伤亡等消息，人为制造恐慌。
涉灾谣言为何总能抢在真相前面？
灾害现场情况复杂，信息核实需要时间，而公众又迫切希望了解灾情进展。权威信息尚未充分发布时，信息空白便给了小道消息可乘之机。但信息空白只是条件，流量逐利才是部分账号主动造谣的重要动机。
“开局一张图，内容全靠编”。当台风还在海上盘旋时，谣言往往已提前“登陆”。造谣者仅需一张不知出处的旧图、一段东拼西凑的短视频，配上“紧急通知”等煽动性文案，就能在短时间内炮制出所谓的“内部消息”“突发情况”。
台风等自然灾害是舆论场的重要话题，自带关注度。部分网络账号因此嗅到“商机”，将灾害视为涨粉引流的“富矿”，用虚构的“现场直击”换取关注增量，而无视其可能带来的现实恶果。
造谣一张嘴，辟谣跑断腿。当下部分网络平台的推荐机制，过度青睐高打开率、高完播率、高互动率的“爆款”内容，这类机制恰恰构成了谣言传播的有利土壤。一条谣言的“病毒式”扩散，往往离不开算法的加持。部分用户出于“宁可信其有”的心理随手转发，也在无意中成为谣言的放大器。
相比之下，权威信息需要现场核查、审慎确认，天然不可能像谣言那样随意抢跑。但审慎并不意味着迟缓，更不意味着沉默。已经确认的信息应及时发布，尚在核查的情况应主动说明，公众高度关心的问题应持续更新。只有尽快填补信息空白，才能压缩谣言生长的空间。
守好灾害期间的信息秩序，本身就是防灾减灾工作的重要组成部分。遏制涉灾谣言，不能只寄希望于公众自行辨别，更需要各方守土尽责。网络平台应扛起主体责任，切断谣言的传播链条，防止谣言如洪水般泛滥。相关部门在关键时期要把握辟谣的时度效，用高频次、透明化、有温度的权威信息全力打击谣言传播。执法机关对触犯法律红线的造谣者应依法、从快、坚决打击处理。
灾情不是流量密码，公共安全更不能成为博取关注的筹码。不能让谣言跑在台风前面，更不能让流量跑赢真相。
