日前，中央安全生产考核巡查组第十四组围绕群众身边的安全隐患，聚焦“一老一小”重点群体，采取随机抽查、以点带面等方式，对福建省龙岩市多家养老托育机构开展深入检查，发现“共性隐患”层出不穷，为消防安全敲响警钟。
考核巡查组发现，养老托育机构消防控制室值班不规范问题十分突出。以贝壳船幼儿园为例，其消防控制室仅1人持有操作职业资格证书，且此人工作期间离岗。检查中，该园管理人员解释，“人去超市买东西了，十几分钟就到”。然而，过去快1小时了，此人才匆匆赶来。
在西安社区老年公寓，考核巡查组人员还当场识破一起消防维保造假事件。“平时的维保都在做吗？”“都做了，纸上有记录。”“那你把上个月所有的火警记录拿出来，我们看看。”
然而，打开系统后台记录后，考核巡查组人员发现，相关记录均为空白，消防维保人员未对消防设施的功能进行测试。经过进一步检查，考核巡查组确认了该维保机构造假的事实，并指出这种“纸上维保”不仅欺骗了监管部门，更让被维保机构错误认为消防设施完好有效，导致隐患有了可乘之机。
“从检查结果看，多家养老托育机构暴露出的问题既有硬件投入不足的原因，也有安全意识淡薄、主体责任悬空、安全监管不到位的深层因素。”考核巡查组专家说。 *
