地震突发性强、破坏力大，是威胁公众生命财产安全的重大自然灾害。在破坏性地震波抵达前及时发出预警，往往能为群众避险、应急处置争取数秒到数十秒的黄金时间，显著降低人员伤亡和灾害损失。
经过持续努力，我国地震预警公众服务体系已初步建成。这一体系有何特点？实战效果如何？公众如何在手机里快速设置、接收预警？
我国地震预警公众服务体系目前用户规模累计超4亿，具有多渠道、广覆盖、快触达、精准化的特点。“目前，全国已部署地震预警终端超10万台，广播电视地震预警服务覆盖云南、四川、新疆等13个省份。”中国地震台网中心研究员侯建民表示。
智能手机凭借较高的普及率和即时性，成为最重要、最便民、最有效的预警服务途径。目前，这一体系可向超过2.28亿手机用户实时提供精准直达式地震预警服务，主要包括两个接收渠道：
一是全国地震预警微信小程序。这一小程序能在震后快速将预警信息精准推送到震中周边区域，并支持强提醒弹窗。除了中国地震台网微信小程序，各省地震局也有自己的小程序，可以提供本地预警信息服务。目前，地震预警微信小程序已累计注册用户超6000万。
二是手机系统内置功能。华为、小米、vivo等手机厂商已经接入中国地震预警网，并在手机操作系统里嵌入了符合要求的地震信息服务模型和服务规范，智能手机可以直接向震中周边用户提供及时、精准的预警信息。
两年来，这一服务体系在多次重大地震事件中为公众实时提供了地震预警信息，成效显著——
2025年1月2日，宁夏银川接连发生4.8级、4.6级地震，震感强烈。地震预警推送超50万用户，其中强提醒超过40万人次。中国铁路兰州局集团收到地震预警信息后，及时对部分列车进行了控车处置，规避了潜在风险；
2025年12月4日，新疆阿合奇发生6.0级地震，地震预警提前20余秒抵达，为正在手术中的医护人员提供紧急应对时间；
2026年5月18日，广西柳州在一天内发生两次5.2级地震，地震预警信息累计推送90余万用户；
2026年6月29日，四川宜宾发生5.5级地震，震中周边人口众多，地震预警公众服务体系快速响应，向震中周边超200万手机用户提供了秒级预警信息服务。
“两年来百余次地震实战证明，地震预警是稳定民众情绪与社会秩序、科学应对地震灾害的有效途径，发挥了重要减灾作用。”侯建民表示。
“华为、小米、vivo这些厂商的手机接入了国家地震预警网，预警功能直接嵌在操作系统里。手机系统版本不同，入口位置可能存在差异，但均可以在手机的‘设置’里搜索‘地震预警’，打开开关即可。不需要下载App、注册账号，也不需要付任何费用。”侯建民介绍，其他品牌手机的用户，可在微信里搜索“中国地震台网”小程序，打开后点击“开启地震预警”，允许通知和获取位置权限，添加关注城市即可。
“地震预警服务秉持公益性和基础性定位，面向全体社会公众免费提供。无论是微信小程序、手机系统内置功能，还是广播电视、专用终端，所有渠道均向公众免费开放，确保每一位公民都能享有地震预警保护。”侯建民表示，接下来，地震预警公众服务能力将持续增强，覆盖范围持续拓宽，更好守护人民群众生命财产安全。 策划制作
