China's Ministry of Foreign Affairs strongly opposes the Philippines' establishment of a so‑called territorial sea baseline at Scarborough Shoal, declares the act illegal and null, reiterates that the shoal is China's inherent territory, and warns the Philippines to cease provocations.

中华人民共和国外交部关于菲律宾共和国在中国领土黄岩岛划设所谓“领海基线”的声明
菲律宾在中国领土黄岩岛划设所谓“领海基线”，严重侵犯中国领土主权，严重违反《联合国宪章》《联合国海洋法公约》等国际法，是非法的、无效的。中方对此坚决反对、绝不接受。
黄岩岛是中国固有领土。中国对黄岩岛及其附近海域拥有无可争辩的主权，对相关海域拥有主权权利和管辖权。中国持续、和平、有效地对黄岩岛行使主权和管辖权。菲律宾的领土范围已由一系列国际条约所确定，黄岩岛从来不在其中。菲律宾对中国黄岩岛提出非法领土要求没有任何国际法依据。
菲律宾单方面提起“南海仲裁案”，违反“约定必须遵守”“禁止反言”等国际法基本原则，违反包括《联合国海洋法公约》在内的国际法，违反中菲双边协议和《南海各方行为宣言》。所谓“裁决”非法、无效，没有拘束力。中方不接受、不承认该“裁决”，反对且不接受任何基于该“裁决”的主张和行动。
菲律宾打着《联合国海洋法公约》的旗号，出台所谓“海洋区域法”，将中国黄岩岛和南沙群岛大部分岛礁及相关海域非法纳入菲方海洋区域，并妄图以国内立法形式固化非法的“南海仲裁案裁决”，严重侵犯中国在南海的领土主权和海洋权益，是非法的、无效的。中国对黄岩岛和南沙群岛的领土主权和海洋权益在任何情况下不受所谓“海洋区域法”的影响。
一段时间以来，菲律宾频繁在黄岩岛海域挑衅滋事并进行煽宣炒作，侵犯中国领土主权和海洋权益，推高海上紧张局势，破坏南海和平稳定。中方要求菲方切实尊重中国领土主权和海洋权益，不得在黄岩岛采取任何侵权挑衅行动，否则中方都将予以坚决应对。 责编｜行家玮 编辑｜姜越
