7月31日召开的国务院常务会议，审议通过《国务院关于修改〈住房公积金管理条例〉的决定（草案）》。
会议指出，要更好发挥住房公积金功能作用，拓宽提取和使用范围，扩大制度覆盖面，提升管理服务效能，更好满足居民多样化住房消费需求。
“住房公积金在促进住房消费、保障民生福祉方面的基础性作用将更加凸显。”清华大学房地产研究中心主任吴璟表示。
住房公积金制度是我国城镇住房制度的重要组成部分。自1999年国务院颁布施行《住房公积金管理条例》以来，住房公积金制度运行走上法治化规范化轨道。随着住房发展阶段变化，住房公积金资金使用重点经历了从支持住房建设，到支持居民个人购房，再到满足其他住房消费需求的过程，对提高城镇居民居住水平发挥了重要作用。
当前，我国城市发展正从大规模增量扩张阶段转向存量提质增效为主的阶段，人民群众住房需求总体上从“有没有”转向“好不好”。吴璟表示，人民群众的住房消费支出从“购房”“租房”向“修房”“养房”拓展，在住房装修、更新改造、维修养护等方面的需求大幅增长，条例规定的提取和使用范围亟需拓宽。
与此同时，我国人口和就业结构已发生较大变化，平台经济和新就业形态快速发展，灵活就业的新就业群体规模快速增长。“有必要对条例缴存机制进行健全完善，扩大制度覆盖面，支持个体工商户、非全日制从业人员以及其他灵活就业人员，自愿缴存和使用住房公积金，帮助他们解决住房问题。”吴璟说。
今年以来，各地加快探索住房公积金用于支付物业费、房屋更新改造、加装电梯等住房消费支出。据不完全统计，已有超过60个城市调整优化了住房公积金政策，从贷款额度、首付比例、提取范围、覆盖群体、服务创新等方面发力，进一步释放住房消费潜力，保障民生福祉。
