8月9日，界面新闻从上海市防汛部门获悉，受台风“白海豚”外围环流影响，本市普降暴雨、局部大暴雨到特大暴雨，并出现6级以上大风。
据上海市气象局8月9日消息，“白海豚”将于9日16-20时在浙江温岭到瑞安一带沿海登陆。8月8日20时到9日10时，全市平均雨量56.3毫米，中心城区平均雨量75.6毫米。
其中，上海15个街镇（占比6.7%）雨量超过100.0毫米，172个街镇（占比76.8%）超过50.0毫米，210个街镇（占比93.8%）超过25.0毫米，其中浦东塘桥街道137.0毫米为最大，1小时雨量最大出现在浦东塘桥街道81.5毫米（09日08时55分-09时55分）。
市防汛部门称，截至中午12时30分，暴雨已造成浦东、黄浦、长宁、徐汇等地百余条段马路、下立交积水。水务部门紧急调度河闸泵联排，城投集团也调度32台移动泵车协助抢排，目前尚存的70多处积水点均有抢险队伍在处置。
其中，城投水务管理的32台市级泵车队伍、46支机动积水抢险队伍全部出动，累计参加抢险作业人员约400人，奔赴全市积水点抢排作业；300余防汛泵站全量运行，加大排水，减轻路面积水；三大片区末端污水厂按1.3倍设计负荷高效能运行，达标排放。
界面新闻获悉，在人员转移方面，奉贤区上午8点前开展重点人员安置转移，全区预计转移安置1万余人，当前已完成转移约7000人。金山区共启用安置点位74处，其中依托各级党群服务阵地启用的安置点59处，转移避险人员约6000人。徐汇中建五局西岸中環D地块项目部已经停止高空、吊装、脚手架相关作业，项目已落实人员撤离安排，400余人乘大巴前往安置点。
