上海市商务委等七部门于8月10日印发的《上海市国家服务贸易创新发展示范区建设方案》（下称《方案》）明确上述目标，并提出了覆盖六个方面的27项重点工作，将联动“五个中心”建设，突出需求牵引、改革攻坚、科技赋能、开放合作，促进服务贸易扩能、提质、开放。
根据公开数据，2025年上半年，上海实现服务进出口1241.3亿美元，同比增长5.5%，数字服务进出口550.2亿美元，同比增长1.3%，贸易规模继续保持全国各省市首位。据此推算，2025年全年上海服务贸易约2650亿美元。
上海社科院经济研究所副所长、研究员詹宇波对第一财经表示，《方案》的主要目的在于破解上海服务贸易大而不强、要素流动不畅等痛点，进一步巩固上海作为亚太开放枢纽的地位。此举释放了我国稳步扩大服务业对外开放、接轨国际经贸规则的信号，将有力赋能数字、专业、文旅等高端服务业，同时兼顾开放发展中的运行监测。
“这份方案提出的27项任务亮点颇多。”詹宇波说，比如首次将AI大模型、跨境算力纳入服务贸易范畴，细化跨境数据流动规则；明确积极推动文化“新三样”、微短剧出海；支持各区错位承载业态；对标国际经贸规则放开专业服务，布局绿色服务贸易，统筹开放与安全等。
聚焦促进服务贸易重点领域产供链提质升级，《方案》明确4项重点，包括提升全链条运输服务能级，拓展其他商业服务发展新空间，促进旅行服务出口与入境消费融合，创新发展电信、计算机和信息服务。
其中，上海将发挥入境旅游、文化演艺、体育服务、国际康养、国际展会等领域产业集聚优势，推动文商旅体展融合发展，并加快发展教育服务贸易，支持支付服务主体拓展国际市场；同时，加快培育工业软件领军企业，支持企业积极拓展境外市场。鼓励软件贸易企业提供具有自主知识产权的核心产品，拓展软硬件集成服务。
为了推动服务贸易新业态新模式产供链创新发展，《方案》制定了8项重点，包括完善与集成电路产业配套的服务贸易，支持生物医药产业创新发展，布局与人工智能产业协同发展的服务贸易，打通飞机国际服务链条，支持新能源汽车产品与服务协同出海，壮大数据贸易，支持金融保险服务创新发展，积极发展文化“新三样”。
其中，推动集成电路“设计+制造”融合，在临港新片区建设国际联合设计中心。支持集成电路企业实现全产业链突破，培育一批具有国际竞争力的领军企业。按规定对综合保税区内进口检测用消耗性材料根据实际检测耗用核销，对综合保税区外开展“两头在外”的集成电路检测业务试点实施保税监管。支持集成电路企业开展国际贸易分拨业务。

从“老三样”到“新三样”，实物贸易需求不断迭代调整，服务贸易同样如此。为了发展文化“新三样”，《方案》提出，支持企业面向国际市场开发原创精品游戏，举办国际顶级电竞赛事。鼓励建设全球性数字阅读平台，打响上海国际网络文学周活动品牌。实施“沪产微短剧出海计划”，支持微短剧拓展多语种海外市场。
在培育经营主体和载体竞争优势方面，《方案》也列出了4项重点，计划培育集聚服务贸易领军企业，加大中小企业孵化服务力度，完善服务贸易企业服务包制度，支持各区因地制宜发展服务贸易。
根据《方案》，为了促进生产要素高效供给，上海将促进和规范数据跨境流动，便利专业人才跨境流动，优化跨境资金流动管理，畅通技术跨境便利流动。在推进高水平对外开放上，要推进服务贸易领域开放。有序推进自贸试验区跨境服务贸易负面清单落地实施，推动增值电信业务开放试点政策深化，向全市域有序拓展；加强国际标准对接。比如在新能源汽车、新型储能、光伏产品等领域，开展一次检测、多国认可的“一测多证”试点等。为了构建境内外促进体系，上海将发挥贸易促进平台作用，优化政策性金融工具，加强知识产权转化交易，提升涉外商事海事仲裁服务能力，健全运行监测。
